Charles Ray served in the Army from 1962 to 1982. Upon retirement in 1982, he joined the U.S. Foreign Service, and has served in leadership positions in diplomatic posts in Asia and Africa, and in senior positions in Washington, DC. He was the first U.S. Consul General in Ho Chi Minh City, Vietnam, and Ambassador to Cambodia. He most recently served as Deputy Assistant Secretary of Defense for POW/Missing Personnel Affairs. Mr. Ray lives in North Potomac, Maryland, with his wife, Myung, and a Pekinese named Chong.
