Rise of China in the international horizon is the single-most challenge to India and the political class in India is not much concerned about it, opined Dr. Manoj Joshi, Consulting Editor, Mail Today, New Delhi and an eminent strategic thinker. 
Dr. Joshi stated this while delivering the Seventh Brig. Rajinder Singh Memorial Lecture today organised by the Department of Strategic and Regional Studies (DSRS), University of Jammu on the topic India and the Rise of China at Gen. Zorawar Singh Auditorium. 
Lt. Gen. P.C. Bhardwaj, PVSM, AVSM, VrC, SC, VSM, ADC, GOC-in-C, Northern Command was the Chief Guset in the function. Professor Varun Sahni, Vice-Chancellor, University of Jammu presided over the function. Dr. Mathew Joseph C. Director (In Charge), DSRS welcomed the gathering and Dr. Mohammad Monir Alam, Senior Assistant Professor, DSRS proposed vote of thanks.
According to Dr. Manoj Joshi the challenge posed by China to India is more developmental in nature. “Even though the thrust of this challenge is developmental it definitely constraints India’s strategic autonomy in a big way. The impressive growth rate of 10 percent per year makes China’s developmental path attractive.” Said Dr Joshi further adding that China has successfully increased its volume of trade with the rest of the world. It is important to note that China is not averse to take risks. This attitude of the Chinese helped them to emerge as one of the major powers in the international system. For India, it is essential to match with China while offering a coherent strategic response to China, he emphasized. 
Lt. Gen. P.C. Bhardwaj, GOC-in-C, Northern Command in his remarks pointed out that China is India’s largest neighbour and while maintaining peace and tranquillity in the borders India and China must cooperate on the basis on mutual interests. “Cooperation with China could be engagement and containment simultaneously. India needs to see China as a neighbour and co-operator,” he said
In his presidential remarks, Professor Varun Sahni, Vice-Chancellor, University of Jammu said that China suffers from many internal contradictions like communist ideology and capitalist policies, civil-military contradictions, ethno-cultural tensions and coastal China against hinterland China. “The command structure of the Chinese polity throttle the existence of any kind of pressure groups in China and environment is one of the main causalities of this. The one child policy promoted by the Chinese state created so much sociological problems to the family based Chinese social structure,” he said He also pointed out that China plays a major role in the political tensions in South Asia
