A native of Tenaha, in rural east Texas, Charles Ray joined the U.S. Army in 1962, serving in many leadership positions until his retirement in 1982. He entered the U.S. Foreign Service in 1982 and served in a number of diplomatic posts in Asia and Africa as well as the United States. He has been the Deputy Chief of Mission at the U.S. Embassy in Freetown, Sierra Leone, and the United States Ambassador to the Kingdom of Cambodia. In 1998 he became the first American Consul General in Ho Chi Minh City (formerly Saigon), Vietnam. During the 2005-2006 academic year, Ray served as the U.S. State Department Diplomat-in-Residence at the University of Houston and was responsible for recruiting Foreign Service and State Department employees in south Texas. In 2006 he was appointed Deputy Assistant Secretary of Defense for Prisoner of War/Missing Personnel Affairs, responsible to the Secretary of Defense for policy development and oversight of all programs relating to the protection of official Americans serving abroad, and accounting for the fallen from all the nation’s wars.
